1.Avoid Keyword stuffing means do not repeat a keyword or keyword phrase again and again if it is not even needed in order to increase keyword density. Often people stuff keywords to increase their keyword density in order to get a higher search engine ranking. But you should be careful to avoid it as it is a bad practice and your site may be get banned because of this.

2.Avoid using the same Title Tag for different pages of your website. Make sure to add unique Title tag for each web page of your website and always include your targeted keywords in the Title tags relevant to your web page.

3.Avoid using unnecessary META tags like date, author, etc. unless these absolutely needed. It will not make your site good in any terms but increase your page size.

4.Avoid using completely Flash designs to make your site more attractive as it may be frustrating for visitors who use dial-up connection. They have to wait hours for the site to open and in this way a lot of visitors will not be benefited by your site. Also it is not good in terms of indexing by search engines as totally flash based sites create problems to search engine spiders while indexing.

5.Avoid using framesas major engines cannot read frames so it is recomended that not to use it but If it becomes important to use frames, make sure to include important body text within a <no frames> tag.

6.Avoid using JavaScripts or JavaScript links in your webpages unnecessary as it is hard to be crawled by search engine spiders or you can say spiders cannot crawl links in Java Script so it is recommended that not to use JavaScripts. If it becomes important to use it then make sure to add a text link at the bottom of your web page.

7.Avoid using invisible, hidden or tiny text in your web pages. Few website owners use invisible or hidden text in order to get higher search engine ranking by showing lots of text content to search engine spiders but making it invisible for the human visitors at the same time. You must avoid it as search engines are able to recognize this and consider this as spam.

8.Avoid participating in link farms or FFA (free for all) pages in order to building links quickly. Search engines have identified them as spam and links from link farm or FFA pages do not help your site even a little but can harm your site a lot.

9.Avoid links from bad neighborhoods or irrelevant websites. A few links from a bad neighborhood can get your website banned from the search engines as soon as neighborhood’s site gets banned by the search engine. Always make sure to gain links from only relevant websites because relevancy matters a lot as a few links from relevant website are equal to large number of irrelevant links.

10.Always concentrate on making your site search engine friendly as well as user friendly because there is no use of a very good site which no one can find. It will also be useless if it is not accessible to a user or he/she cannot read or understand easily.

I do not think some of your points are true. #9 for example. While I agree you shouldn't waste your time getting links from "bad neighborhoods." It's not true that your site will be banned for getting links ... from anyone. Why? Because if you could get a site banned just by putting links to it in certain places imagine the repercussions of that? You could just go and get all of your competition banned. Google is smarter than that.

Now if you link TO a bad neighborhood, that can get you banned.

some of the points you raised are techniques for black-hat like keyword stuffing and relating to unrelated websites. the others are intended for your site as freindly as possible in whatever browser version or pageload actvity of your visitors

Avoiding paid links, reciprocal links form irrelevent sites.
Try other methods like,

Article Submission
Forum posting
social bookmarking
press release submission etc.

These methods are quite helpful.
