Do reciprocals count?

I was told by someone that Google doesn't recognize reciprocal links. Does anyone know if this is true?

That's not true.

A link exchange which is relevant would always be counted by Google.

Its not true.......One way links are most valuable for google but it does not mean that reciprocals are not valuable........relevant reciprocal links are also valuable for google and other search engines as well.

Reciprocal links are still counted by SEs though they are treated with lesser weight in comparison with one-ways

Reciprocal links are beneficial when they are on same business websites.

I have 3 sites I did only recips with for 3 months. I stayed within very relevant sites which were indexed and had at least some PR. At the end of the 3 months all 3 sites had gained PR one only 1 point but one site got 3 more!

Google do recognize link exchange with relevant sites. Here's a quote from Google Webmaster Help Center

The quantity, quality, and relevance of links count towards your rating. The sites that link to you can provide context about the subject matter of your site, and can indicate its quality and popularity. However, some webmasters engage in link exchange schemes and build partner pages exclusively for the sake of cross-linking, disregarding the quality of the links, the sources, and the long-term impact it will have on their sites. This is in violation of Google's webmaster guidelines and can negatively impact your site's ranking in search results.

Yes that is counted, but it can be not showed in the SERP etc while you are looking into your backward links in google.
