Yes, it's a way to have backlinks but make sure that you have links going to your site.

I never submitted my sites to Google and GoogleBot sill found them through links from other sites. I say that Google just put up the submit button so that people that were confused on how to summit to Google would have a place to do it. If they didn’t have it I don’t think most people would understand how to get listed in Google.
