Stupid questions about PR

I've been wondering :

1-) Does google really have a PR of 10 ? and does yahoo really have a PR of 9 ? or for such companies, it is manipulated ? i mean in order to have a PR system, there has to be a reference value

if there was no reference, so what does it mean that google has PR=10 then with no reference ? 10 what ?

i assume that google's PR is manually manipulated to the value of 10 then ?

Also is PR related to traffic ? i see sometimes high pr sites with no traffic whatsoever.

Last but not least, can any other site get a PR 10 or only http://www.google.com ?

All I can say is PR is not related with traffic...PR is based on your site quality BL...while traffic is based of your site visits...

as far as im concern,the highest PR a site can get in 8 which is only found in Google

If you want to look at traffic, you need to review Alexa.

So...so far it seems that only google has PR10...do you think PR is being manipulated by google???
