That'd be really nice. But i doubt there is one or even if there are ways to make one. The best that can be done is make guesses based on 0 page mark even after some time and back links. And check out the website code to see if it complies with google terms and conditions. The last resort is perhaps, send a mail to the help desk of google.

You can search google for site:www.domain.com if no pages are returned then it's probable that the domain is very new, banned or has never been linked to....page rank would show as a gray bar...not even PR0

I think there is a website that keeps a list of blacklisted domains.
cant remember what the url is though.

domain2day.com shows the expired domain names by week numbering..

is that what you are takling about? I have never heard of a site that keeps a list of blacklisted domains - its hard to track..
