Google banned a site when - a site doing unethical techniques and methods or not upto the Google Webmaster Guidelines.

So, it's better to check the guidelines before making a website.

Google banned those websites who Use unethical tactics for getting quick results or ranking through Development, Designing and linking with bad websites.
