Why using Adwords would result in higher CTR in Adsense

I'm thinking the CTR for ads on any website should increase in relation to the number of visitors drawn via Adwords or any other form of advertising simply because the visitors have already exhibited the desired behavior to arrive at the site in the first place.

Does this hold water ?
Is it Online Advertising 101 ?
