Im going to use a metta refresh on my index page to redirect my surfers to another site and i was wondering if this will affect my pr rating??

meta refresh will get your site banned.....the correct way to get your site to redirect is using a 301 redirect. Check out this topic: http://www.ozzu.com/other-google-information-and-resources/how-301-redirect-t27269.html

If you cant use 301 redirect set the meta refresh to at least 10 seconds and put a big link for people to click on.
youc an also use that page to put in some good link text to your new site.

I don't think the SE's will like that. It's not a matter or how long it takes to redirect but that fact that your taking the user somewhere else....search engines will see that as deceptive....the 301 tells the SEs that the site has moved permanently and to update the index accordingly.
