Not sure about how long but certainly you do need to use <title>mary had a little lamb</title> and it needs to reflect what your site is about.

Then there is your meta name discription tags and meta name keywords...lmaooooo and as many links as you can, linking to other sites like yours? even better!

the page title is the single most important thing for search engines on any web page. I don't believe is to have opinions about but is just SEO fact.

I have used titles on all my links on one of my sites and it has not been ranked yet. I think it is over kill if you use the title on all of your links. When I read about the title for links it was suggested that you only use it on links for images.

Sorry that is all I realy know about it,

I think the text of your link is more important
eg. <a href="online-shopping.htm">online shopping</a>
is far more effective that <a href="online-shopping.htm">click here</a>

Im sure it helps to have the title tags to some extent, just donr plague your page with them - its annoying.
Plus if you use keywords in your page too many times it's considered spamming.
