Running a web directory is better than a SE. That's because a directory will have a lot of crawlable pages which will give you search engine traffic, and in the other hand a search engine is very difficult to get traffic as people prefers the big ones(Google, MSN, etc).
I run a directory and a search engine, the results is that the directory recieves 100000 hits per month, the SE gets only 150!

I agree about running a search engine. Why bother? Actually I think there are far too many serach engines and directories.
