How do I check backlinks to my site? I want to know how many there are and where they are? Also, I'd like to know how I can get quality backlinks to my site.

roje0913 has suggested method for checking back links to you already.
And you may get the quality links through an unique and interesting content on your site.

try google webmaster tool and yahoo site explorer as these two would list almost all of your backlinks

Search links related to your business and send link exchange request for improving your backlinks.

actually there is no accurate tool that will list your backlinks,. rather just a good tool for it like what cEejay_01 said, google webmaster tool and yahoo site explorer that would list almost all of your backlinks compare to link command,.

For manual checking, type link:<url of your site>.

There are hundred's of tools for checking backlinks for your site.
Link operator is the most preferred but google will show only links which are indexed by it :(
You can also try backlinkwatch.com or iwebtool for getting backlink details.

You can do link baiting as this on naturally attract backlinks,.

Directory submission might be an old way but still effective in providing quality backlinks

Kenvin about your quality links. You should post your directory & article submission to high PR sites. You get quality links from your site blogs and good on-line discussion.
