Charging for link popularity increases

I was wondering if charging a company for the increase in links pointing to its site would be a respectable way to charge for SEO?

Depends how you go about getting these links pointing to thier site.

Charging for hand submiting thier link to directories and being an agent who deals with purchasing links and advertising would be respectable.

Typing thier URL in a refer spamming blog bot, or including thier link in a link farm would not be respectable.
