It is a SEO technique in which the content presented to the users is different than content presented to search engine spider. Cloaking is unethical technique but is frequently used to increase the ranking of a website. It is unethical so it is considered as bad technique.

Cloaking and Doorways are regarded as black hat seo techniques that will eventually lead to a site penalty not only by Google, but by Yahoo and MSN as well.
