Could this meta tag be a problem for search engines?

I notice there description is not surrounded by quotes and content is surrounded by ' instead of ".

It doesn't matter if you use single ' or double " quotes - both are fine. The no-quotes around keywords and description are only important if the page in question is XHTML and the owner wants it to validate. Otherwise this is fine also.
