you have to do the three to increase website traffic and ranking. do directories submission first, then articles and lastly forum signatures

You can't just rely on doing one of those. To get the best results, do all and there are a dozen more ways.

Directory Submission is for backlinks, not for traffic.

Forum posting is for bringing traffic.

and Article writing is used to make people aware that your site has good content and make an impact on people mind.

make use of the three techniques
directories - submit to related categories
articles - make a fresh content with keywords attributed
forums - make use of signatures and post related replies

Yes, I am agreeing with you. You should do all the three promotions for your site. More and more back links are required to promote a site. So first you have to do the directory Submission and then article, forum and other link building works.
