Drop Down Menu for SEO

Are dropdown menus SEO friendly?

CSS menus are ususally fine.
Javascript menus causes somewhat problem. If the rendered output is made by the JavaScript code then it is a problem for bots to read them.
Even Google seo guidelines suggests to avoid dropdown menus.

Thats kind of my general idea of the dropdown menu and SEO. What you folks thing of this?
