No such thing as a Free directory that will give you anything back apart from possibly Dmoz and http://www.wowdirectory.com . The rest all require you to work as an editor, link back or pay.

The best tactics are:
1. link exchange,
2. active in community related forums
3. news, RSS feeds and news submissions.
