URL-1 , Pr = 5 , text is same, Link to = 12, contain the term = 689

URL-2 , Pr = 3 , Same text , Link to = 0 , contain the term=3


this is the situation.
I will search 1 keyword but url-1 is no. 1 in googleand url-2 not in top 100 in google

Duplicate pages is not a good idea (Google will ignore one, at best!!)
