I recommend that you write an article about some type of webmaster related topic that you are familiar with, then submit the article (with your directory link attached, of course) to the main article directories such as Article City, etc. You will get a lot of quality backlinks which will help boost your pagerank. Some backlinks will come from high PR sites. I did this with http://www.1gt.org and this directory is now a solid PR6 with plent of traffic. Also do not forget about Press releases. Many are free and also bring traffic/pagerank. I would start with prweb.com
