I am sure it does help..but still, many things have to be done. Like exchanging links..

Directories are a great source of backlinks yes.
Having a lot of backlinks with optimized anchor text makes google think your site is popular - hence they will increase your position in the serps.

most importantly, seo stuffs can be learnt and done. theres no need to pay for equipment Most of the Times..
