Right and in order to get that quality backlinks you have to link with a site that is relevant to your site and has adequate PR...

Yep, more quality backlinks, but link exchange should be done normally. I mean you should not exchange link excessively.

Link exchange to related site is good but it must be done normally. I mean don't exchange link excessively. Your site will be penalized by doing that.
