Mirrors and duplicated content

I have a read a few times on here that sites can get penalized for duplicating content. Does this count if a site mirrors your own for bandwidth reasons? how does google know its a mirror and not just a copy of a site?

I have seen research where a mirror site just drop from the ranking but it leaves the “best” page alone.

Bandwidth is becoming a pain the ass for me too. I found taking out the tabbing reduces the HTML size by 30% or a CSS layout that can reduce the HTML size by 40%.

Consider hosting your images on one server and HTML on the other?
