promoting a general discussion forum

I have a general discussion forum located at http://www.forums.maniacalmind.net it has been around since 03 and has hardly any members. Since it does not follow a theme as far as content how do I promote it?

Get links from other sites. Since it's general discussion, you can politely ask any site inthe world to link to you (but no guarantees they'll do it...)

Also, pay for advertising. Maybe you could get a Google ad whenever someone searches for "discussion" or "forum", so your ad will show when people search for webmaster forum, teachers forum, radio forum...

Write an article and link to your site on the bottom.

Submit it to every article database you can find.
