robots.txt override

Hi,
I have a page that is in a subdomain. http://www.asdf.com/~asdf
but the network admins have created a robots.txt containing something like
Disallow: /~*
Do you know if there's any way of overriding this. I think meta tags don't work but does a new robots.txt work or do bots just ignore it because the folder is disabled.

i dont think so that robots.txt override helps you
