Wait till there is at least a page up with something on it then submit and start building backlinks.

A backlink is a link from another website to your website, this is one of the ways in which google ranks its search results, the more backlinks you have the higher in the listings you will be. To find out how many sites are linking to you just search google for link:http://www.yoursite.com. Therefore when darksat said "start building backlinks" he meant "get websites to link to you" .

Don't submit to the search engines.

Instead add links from related sites already in the indexes.

That way you will do well.

You dont need to submit.
if google or yahoo or MSN or, etc finds a link off another page they will follow it and index your site.

get as many links as possible and they get counted as votes for your site.
use your key phrase as anchor text (the part of the link you click on)
but dont keep them all the same, try to vary a bit so the linking looks natural.
and learn SEO (search engine Optimisation)

There is no point in summitting domains to the major search engines without a page for the search engines to pull data from. Doing this will probably give you a higher risk of getting that domain name band before even getting started.
