What can we do to stop others from stealing our pages and put it up on their site to trigger duplicate content penalty?

I was looking @ my stats a few days ago and noticed that someone ran a web copier software against one of my sites.

There isn't really anything you can do, other than report offenders to Google.

If your site can be viewed by a human with a web browser, or by a search engine, it can be viewed by somebody wishing to steal it.

Basically, the page detects who's looking at it - a human, or Google.

If it detects Google, send one thing, if it detects a human, send something else.

The technical aspects of how to do it, well, that's a banned topic on Ozzu :)
