It depends, But the short answer is Yes. Search engine optimisation is better than email marketing.

It's better to let 500 people find you because that's what they are looking for than it is to tell 100'000 people who don't really care.

Maybe Yes but why not both.

Targeted email marketing is good.

but in SEO you have to excert more effort, more patience, and more research because SEO really takes time and effort before you see the results.
