many webmasters use the link spam to get a good position in serp and that is a competition problem for real webmasters.
what is yours opinion about that and when you think it will end?

I think the Internet is still maturing, link spam works because the good web sites/communities haven't fully established their credibility/position. Ultimately the search engines will not provide as vital a role in locating web sites of interest.

Probably, there'll be directories that people will use to find the sites of interest, reliably.
