Submit to DMOZ and get people to put a link to your site on their site. The higher the PR of the site linking to you, the better.

As everyone has already stated, links, links, then a few more links for good measure.:)

However, you also need to spend some time making sure that your page content , page title, "alt" tags, etc., are relative to the keywords you wish to appear under in the SER's. There are a ton of free page analyzers online that will search your page and tell you how relevant your page is to specific keywords.

Also ensure that there are no broken links on your site. Spiders don't like 'em. Nor do they particularly care for pages using frames.

But, all in all, having high-ranking pages linked directly to your site is the best way to improve your own rank.

It's helps by providing another link to your site. However, the significance of that link will be determined by the page rank of the DMOZ page that is actually linking to your site. The DMOZ Home Page has a Google rank of 9 (I believe), but the page within DMOZ that actually links to your site may only have a page rank of 2 - 4.

In Dmoz, you also need to look at the amount of links that are on that page, just like anywhere else. This has an effect on how much PR you get. Also, if your deciding between a few different subcategories, you can go and check which categories are syndicated out on the net. This can sometimes give you even more PR.

A simple way to check is look at the backlinks of the sites that are already listed in the category.

Another good think about DMOZ is that they syndicate their data and other people uses their data on their sites.

I saw a site that's listed only on DMOZ and went to PR6 b/c of their syndication.
