What are better? Banner exhange or Text links?

Hi guys, my questios are, what are most effective to gain targeted traffic, if banner exchange or Text Links, and if tha banner exchange count as back link too?

PPC adverts have to be the best for targeted traffic.
(Well decent search engine placment is best, But PPC is a close second)
