Possible to have a minimum CPC higher than firstpage CPC?

New to Adwords, I am racking my brains trying to figure out the answer to this, can anyone help out? I have a minimum CPC of $2.00 with a firstpage CPC of $0.80. Does this make sense? If so, what could be the cause? I have a low quality score of 5 as well.

Please do some serious research before investing your money in adwords. CPC of $2.00 is not necessary when are experimenting . A good keyword analysis will improvise it

Thank you Nazdrovia for your reply! Yes I intend to do more research, but I was just curious since I am starting out if it makes sense about minimum CPC being higher than firstpage CPC. I guess I thought that firstpage CPC would be higher than the minimum bid because it looks at both (at least from what I read). But do you know why the minimum CPC would be higher?

If you have first page CPC of $.8 and max CPC of $2 I do not see anything wrong!
If you are using a low CPC keyword,then it will require substantial traffic to get some decent revenue. Keyword research is a way out. Other wise there is no way to improve CPC to keywords that are there.
BTW $2 CPC is not that bad!
