I recommend googling around the term "free web directories" and see what you come up with. Such a vague question implies to me that you are looking for a magical solution rather than doing the research and finding out what works. We have TONS of information on SEO, and there's a plethora on the web.

P.S. - Ozzu is not one of those free websites (you've got some requirements to meet), so the spam posts came down. Fair warning.
