Accessing mysql database

I have a mysql database and I was trying to access it from another website. I got the following error:
Warning: mysql_connect(): Access denied for user: and so on

So I went to my cpanel and added the IP address in the access hosts that appeared in the error message. That didn't work so I added the domain name in the access hosts that I was trying to get it work on. That didn't work either. Does this just take time or is there something else I have to do also? Thanks.

You can put a * so it will allow any host to connect as that user.

Hmm, I added just a * as the access host and that didn't work. DO I have to edit it for that specific user? I don't see how to do that.
