How does one go about getting people to register on your website to become a member? Allowing them to browse everything?

Well, your question is a little too generic.

For building a site which allows user registration, authentication and authorization you will need CGI, PHP, JSP, ASP or any other web scripting. Of course, depending on your goal, you will have to work a lot to get somthing useful. There are some open source systems also, which enables a web site with user registration, content management, and much more.

Personally, I'd go with PostNuke over PHP-Nuke.
