Well text resources are generally stored in resx, including binary files.

You can have external XML files but I fail to understand why you would want to store buttons in an external file?

C# (and the ugly duckling VB.net) are OOP languages meaning that all controls are classes ergo they are stored in class files.

The other options is to serialize these objects and persist them in a data base or store them on disk as a file of your choice. You could do binary serialization or xml serialization or you could serialize to a custom format by using a custom serializer you write.
