ASPX DropDownList

I am attempting to populate a DropDownList in ASPX, using data from a text file located on a different server. I have the code written to read the text file, and output the data to a string. What I am having an issue with is how to pass that data from the string to a DropDownList, using the inline ASP tags <% %>. I am limited to using the <% %> tags, instead of the <ASP:dropdownlist tag. Any help with this would be appreciated.
