Authentication by Referring URL

I have a site that I am working on and have a little problem trying to figure how to do the type of authentication that the customer is looking for. The customer has several locations throughout Florida. The customer only wants people to be able to access their web site from one of their three locations (They do not want people outside of their network to be able to view it). We are hosting the website externally so I can't just setup an intranet site for them. The site is done in PHP and I need to be able to limit the access to people coming from one of the three locations. I have been searching through forums everywhere, but I guess I am not using the right search terms because I can't find anything on this. Please help. Thank you!!!!!

So, not being the network engineer type, if they have 700 nodes behind one T1 connection going outbound, will they all show as coming from one IP address?
