I think your initial port of call would be to find a service provider in your region. An sms gateway requires certain hardware infrastructure so it might be better to find someone with that infrastructure.
Once you have found this, they tend to use XML RPC to interface with the gateway and usually provide docs on the XML RPC calls. Once you have these docs we can help you
