Changing language settings for website users

Hi, my aim to create an international website that is readable to everyone, despite what country they are from, and language they speak.

1) i would like to be able to change the websites language depending upon the country from which the user is accessing the site.
e.g. if brad in brazil is checking out my site, id need some way of recognising that this user is from brazil, and to display all content in Brazillian (maybe through use ip address?)

or 2) change the language depending on what county domain code is typed i.e.
.com (english)
.fr (french)
.br (brazil)

if anyones got any ideas, that would fantastic.
