Help Me Please 2 questions

I was told I should bring this over here, therefore, I am. Here is the problem. I have a db that has 3 rows in it. I would like to call the 1st row and echo the information. I would like to have this information stay on the screen for about 20 seconds. After that, I would lilke for the next row to be echo onto the screen for about 20 seconds. I'm not sure about two things.

1st: How do I get the information to stay on the screen for 20 seconds?
2nd: After all the rows have been echo onto the screen, how can I get the db to be read again and start all over?
