How can I interact with Windows Desktop with VB?

I have created a simple program that will take my pictures randomize them and display one. But this is done everytime I boot up and that is fine. What I am trying to find out is if i can manipulate windows so that maybe every hour I have a new background and I don't have to restart the machine.

I'm not very adept at Visual Basic but I think perhaps a variation of this example may do the trick for you:

Perhaps others who are more familiar with VB may be able to give better specifics on how to incorporate your program.
