htpasswd: (13) permission denied

hello friendly friends,
maybe one of you can help me with this problem:

i have to protect a directory with a password via an htaccess file on an apache server but in the error log i always read
Code: [ Select ]
(13)Permission denied: Could not open password file: /usr/local/apache/[path]/.htpasswd
user User not found: /
  1. (13)Permission denied: Could not open password file: /usr/local/apache/[path]/.htpasswd
  2. user User not found: /


I have tried setting all kinds of different permissions for the htpasswd and placing the file in all sort of different locations but always the same result.

does anybody have any experience in these matters?
