Mscoree.dll error

I made a C++ program using Microsoft Visual Studio.Net and I uploaded the .exe file to my server so users could run the program (its kind of like a calculator). Anyways, when you go to the page it brings up this Mscoree.dll Could Not Be Found error message. Is this because you have to have Microsoft Visual Studio.Net on your computer to run any files made with it? Is there anyways to get past this? If not this program probably wouldn't work since my site's demographic wouldn't really have that kind of a program.

You need to build a installation tool which able to add the requeried DLLs to the target machine. Usually such utility comes with the Studio Installation.
