'mysqladmin flush-hosts'

Hello! We run a site that uses remote mysql from hotsql. But recently we can't access the page (which is a 4images gallery) and get the following error:

Warning: mysql_connect(): Host '66.45.237.220' is blocked because of many connection errors. Unblock with 'mysqladmin flush-hosts' in /home/freehost/[banned domain]/t/e/telenovela/4images/includes/db_mysql.php on line 39

DB Error: Could not connect to the database server (mysqla.hotsql.com, 4images).




I tried searching for the solution online but I got answers like

> mysqladmin -uroot -p[password] flush-hosts

from the command line on your mysql server.






Here is another:

As I understand you are running the server on windows. If so then create a file c:\my.cnf and put the startup options that you want in that file.

It's just that I don't know much about mysql that I cannot understand
exactly what I do after I log on and access our mysql account at hotsql.

I need a step-by-step answer. Please don't use too many technical terms and explain it in the simplest way possible.

Do you hace access to the remote server? I mean are you able to execute commands on their server?
