I need Help with scripting

I'm trying to create a batch file thru Notepad++ that runs the below command. I have never done scripting before and would appreciate if anyone can help me with this. I want a script that is

User Creation
-uses net.exe to create users on an XP/Standalone Server
-Creates groups and users, specified in an external CSV file
-Creates a username (naming convention) and deals with duplicates
-fully logging of actions
-help context included in batch file
-version context included in batch file

See it's a challenge from my younger brother, I wanted to look genius to him because he said I couldn't do it and wanted to look genius to him. Nothing special..I did some of this scripting before but can't remember anything back. All the help I can get I would appreciated. thanks

my only suggest is to trail and error tutorials till you can figure out the commands just work at it part by part. get one function happening then work on the next.

Forget about the batch file and look at the Windows Scripting Host (WSH). You probably also looking at VBscript. The other option is to investigate Powershell now standard on Windows operating systems. It has a scripting language along the lines of C#.
