problem with IE and CSS fixed position

I'm trying to create a simple page using CSS to create 3 boxes with <div>. The first one goes on top and it's thin, just to place the page logo; then there's one below it for the page content, and a third one on the left side to contain the menu. The menu box is positioned as "fixed" because I want it to move as the user scrolls down. Everything works fine on Firefox and Opera, but IE ignores all positioning completely. I'm using IE 7. As far as I could see, IE is compatible with CSS positioning. So I don't know what's wrong.

This is my CSS code for the boxes:

#menu {margin-left: 20px; width: 20%; position: fixed; top: 25%; }
