What are your guys' ideas about utilizing a strong password validation or not? Should I have my script influence potential user's passwords or not?

Displaying a strength meter I like. Forcing users to use "strong" passwords I don't like.

I do like the idea of utilizing a strength meter and going to search for one to implement (or possibly try to write my own... would be a nice Javascript learning project for me). At the moment I'm not forcing users to use "strong" passwords (don't have any user's yet anyway as the project is on my local machine  ).

If I'm to utilize an already written strength meter, which one would you recommend? If I'm to create a strength meter, which parameters you think should affect the showing of the meter?

Also, in creating my own strength meter (mainly as a learning project) am I correct in thinking it has to be in JavaScript? Or is there a better way? I want it to display immediately and dynamically as the user is writing his/her password. I guess AJAX (with PHP) could work better... if the user seeing the validating javascript is a bad idea.
