Update last-modified time of folder manually

I'm generating a sitemap index from a group of directories.
The last-modified elements of the sitemaps are comming from the last-modified dates of theese folders.

I've also got a tagging system setup which uses a database.

What I would like to do, is when the tagging system adds new tags to the database, PHP will update the last-modified date of the corosponding directory to a current timestamp so that the sitemap will be current.

I just don't know how to update the timestamp, I know how to read it though.

I thought touch was designed for creating files, but apparently it's designed to do exactly what I'm looking for. :D
