Upload encodings.. major problem

This may not be the right place to ask but I had to turn to someone, not only Google..
Video formats, coding, encoding, converting.. aaagh.

I really hope there is an easier way not involving Adobe Premiere; or a simple way to change settings.. I can hear my PC weeping when trying various exports I read on Google and the net.

So, I need this (video in the zip download) to match this:

Recommended file format:
mp4 (H.264/AVC format).
Resolution and file size:
Files size *1: Up to 40MB
Bit rate: CBR up to 600kbps *1 (whereas it includes both video and audio)
Resolution *3: Up to SVGA (800x600)
Number of tracks: 1 track for each audio and visual
Audio: HE-AAC (44.1kHz/48.0kHz. 32kbps~64kbps is recommended)
AAC-LC (44.1kHz/48.0kHz. 64kbps~96kbps is recommended)
Visual: H.264 format(Baseline Profile or Main Profile)
Fixed frame rate 29.97 (NTSC?)

Please, any help appreciated!! I'll need to convert/upload a lot of videos next month; and also I am NOT asking for someone to convert it for me, ok? I have to get the hang of it to do it myself.
