Using a web app to call people

Does anybody know if AT&T has any type of free service for their current customers that allows a web server/PHP app to provide the AT&T servers with a phone number, some text and credentials (to the customer's active AT&T account) and have AT&T call (NOT SMS) the provided phone number from the AT&T phone number (linked to the customer's account) and have it text-to-speech it to the listener on the other end?

So... Internet => AT&T => Speaker Phone

Sorry if this is obvious, I've been googling for quite sometime now.
